Public Access programming is protected by the First Amendment of the US Constitution.  Access is a forum for the free exchange of ideas; some old, some new, some mainstream, and some radical.  Remember that unpopular speech is what needs the most protection.  However, the following is prohibited on CPC access channels:

• Material that is obscene, indecent, libelous, slanderous, invades personal privacy, or is otherwise illegal according to Federal, State, Local law, or CPC policies;
• Advertising material with a call to action, soliciting the sale of specific products or services or soliciting votes for public office; appeal for money or property, except for CPC fundraising purposes approved by the Telecommunications Board of Northern Kentucky. (Identifying information such as name, address, telephone number, sponsors or place of employment shall not be considered as advertising.) Mentioning of events that program participants will be involved with, also will not be considered as advertising.  This does not prohibit offering of equal time to debate issues.   
• Advertisement of, or information concerning any lottery;
• Material or performances that require copyright or trademark, unless written authorization for the use of such material has been obtained, and is on file with the CPC;
• Material promoting illegal acts.

The Telecommunications Board of Northern Kentucky was created by an interlocal cooperative agreement among the fiscal courts of Boone and Kenton Counties and  17 local cities within those counties.  The TBNK administers the cable television franchise agreement with INSIGHT, advocates to help with unresolved customer service problems on behalf of our residents, regulates pricing for the basic cable tier, and provides local Public Service Television Programming for Northern Kentucky. If you have an unresolved issue with Insight Communications and live in Kenton County (excluding Crescent Springs and Erlanger), contact the TBNK through email, fax or telephone.

The Board is made up of representatives from each government.  By coming together to form this regional board, our participating communities benefit from the economy of scale provided by pooling our resources in a larger entity to be able to provide better franchise administration services and a better production facility and local programming than any one community could afford on its own.

As a condition of the cable franchise agreement with INSIGHT, TBNK absorbed local access channel operations and created the Community Program Center to oversee the operation of seven (7) community media television channels on the cable system.  By pooling resources, leveraging volunteers and interns and partnering with local community service organizations, schools and government agencies we have developed a first-class grass roots community television production facility.   The Community Program Center gives our citizens and organizations a chance to create and air television programming reflecting the flavor of Northern Kentucky. These seven channels represent our area's Public, Educational and Government cable access or PEG.

We are located at 3414 Decoursey Avenue, in the Latonia neighborhood of Covington, Kentucky.  We share a building with a furniture store.  Out studio is located on the first floor to the left of the double doors leading into the furniture store.  Our offices are located on the second floor, with the entrance to the right of the double doors.
